The Remote Desktop Services license server issues client access licenses (CALs) to users and devices when they access the RD Session Host. You can activate the license server by using the Remote Desktop Licensing Manager.
In the Terminal Server Licensing snap-in, right-click the Terminal Services license server, and then click Properties. In the Installation method list, click Telephone, and then click OK.
Use this license server ID to obtain a CAL Key Pack ID. To install CALs on the new license server, you must have a CAL Key Pack ID. You can receive a CAL Key Pack ID from the Microsoft Clearinghouse or by visiting the following Microsoft Web site: Remote Desktop Services.
You should regularly back up the Terminal Services license server by using Windows Backup or a similar tool. Regular backups help protect your licensing data from accidental loss if the system experiences hardware or storage failure. When you back up a Terminal Services license server, back up both the system state data and the folder in which the Terminal Services license server is installed. By doing this, you make sure that data in both the registry and the Terminal Services license server database is backed up.
If you restore the system state data and the database to the original Terminal Services license server, any unissued licenses are restored correctly, assuming you haven't replaced the operating system on the computer. If you've replaced the operating system, any unissued licenses aren't restored, and an event that provides the unissued license count is logged in the System log. You can still restore the unissued licenses by using the telephone activation option in the Terminal Services License Manager tool. To switch to the telephone activation option, right-click the server in Terminal Services License Manager, and then click Properties.
A license server stores all client licenses installed on a Terminal Server and provides a secure way of tracking the licenses that have been issued to Terminal Server clients. You need to install the license server, activate it through the Microsoft Clearinghouse, and install license key packs onto the license server before issuing Terminal Server client licenses. For more information on the license server, refer to the Client Services section of the Windows Server Help.
The following instructions allow you to activate the license server through the Internet. If you want to activate your server through telephone, fax, or World Wide Web, refer to the Windows Server Help.

In order to install the RDS Licenses on the Remote Desktop License Server, you need to know the Authorization Number and License Key. Most WatchGuard rack-mountable device models include a WatchGuard System Manager (WSM) license key that allows you to manage up to four Firebox devices. If you have a VPN Manager license key from a previous Firebox purchase, you can use the VPN Manager license key for the WSM Management Server. If you do not have either a WatchGuard System Manager license key that includes the ability to manage more than one Firebox, or a VPN Manager license key, you must purchase a license key from a WatchGuard reseller to use the WatchGuard Management Server. You can see a list of your available WatchGuard System Manager and VPN Manager license keys on the Manage Products page of the WatchGuard website.
If you add more than one license key that begins with WSMMGR-X or VPNMGR-X, only the license key with the highest value for X is applied. To enable your WSM Management Server to manage more Fireboxes, you must add a WSMUPGRADE-X license key. Your Management Server will then be able to manage the number of Fireboxes identified by the X values in both the WSMMGR-X or VPNMGR-X and WSMUPGRADE-X license keys. For example, if your WSMMGR license key X value is 4 and your WSMUPGRADE license key X value is 50, your Management Server can manage 54 Fireboxes.
For a software license, this very likely indicates a software license problem caused by a change on the host system. You can try to revert any changes, but this will not necessarily make the license operational again (see Software Licensing restrictions).
